Good call. Thanks for the catch. I recently changed hosts and blogging software and as you have found, I have broken links throughout (it was hard enough just migrating all teh content).
I have updated the link to:
http://paltman.com/wp-content/plugins/wp-downloadMonitor/download.php?id=3
Futhermore, all the samples I refer to throughout my blog posts can be found by clicking the "Samples" link on the menu bar.
I dont have VS Team Edition installed in the build box.
How do I automate the test using cruise control without Visual Studio Team Edition?
Appreciate your help in advance.

@kmd: sorry, but I am afraid I can no longer be of any help with Team System as I have been out of practice with that toolset for about a year and half now. Best of luck to you.
